The Peaker Problem: An Overview of Peaker Power Plant Facts and Impacts in Boston, Philadelphia, and Detroit

Summary:

Fossil fuel-fired peaker power plants are some of the dirtiest electric system assets in operation today. Most of them are located in low-income communities, environmental justice communities, and communities of color. In all, about 32 million people — about 10% of the U.S. population — live within three miles of a peaker plant.

This report, prepared by Clean Energy Group (CEG) with Strategen, examines the peaker power plant landscape in Boston, Philadelphia, and Detroit. The report describes specific peaker plants and their emissions, their context within the surrounding community, and the disparity in the impacts on low-income communities and communities of color in those cities. The report also provides several case studies on lessons learned from community-led opposition efforts in the three cities as well as in New York City and New Orleans.
