Green Hydrogen Coalition: HyBuild Los Angeles™ Phase 2 Report

About this Report

HyBuild North America™ is the Green Hydrogen Coalition’s (GHC) collaborative platform to architect mass-scale green hydrogen (GH₂) hubs across the continent. Los Angeles was selected as the first focus region due to its abundance of large-scale offtakers, forward-thinking local leadership, robust decarbonization policies, and ample renewable energy resources for GH₂ production.

HyBuild Los Angeles™ brings together the GH₂ value chain and stakeholder ecosystem across the LA Basin, including GH₂ production, transport, storage, multi-sectoral offtakers, labor unions, environmental and environmental justice leaders, tribal nations, and other interested parties. Together, this collaborative group unlocked a vision to achieve $2.05/kilogram (kg) of delivered GH₂ by 2030, while identifying and maximizing community benefits from the clean energy transition.

HyBuild LA set out to determine if it is commercially and technically possible to create a mass-scale GH₂ ecosystem that displaces fossil fuels across multiple sectors. Outputs from Phase 1 of HyBuild LA included a high-level system plan, cost models, preliminary demand scenarios, policy recommendations, and sample contract and term sheets.

HyBuild LA Phase 2 Report: Architecting the Green Hydrogen Ecosystem For a Deeply Carbonized LA unveils the vision established in the second phase of this initiative, including:

  • An end-to-end system plan, which includes mass-scale production, GH₂ transportation and storage, and multi-sectoral end user infrastructure.

  • A first-of-its-kind study conducted by Pacific Northwest National Laboratory, which evaluates potential water use, sources, and infrastructure needed to support a GH₂ ecosystem, focusing on alternative (recycled or repurposed) sources of water.

  • Learnings from direct engagement with various community stakeholders, including environmental groups, labor unions, and more.

  • Studies that quantify some of the significant community benefits — including air quality, public health, and job creation — that can be realized from the HyBuild LA vision.

  • Comprehensive policy and regulatory recommendations that address key barriers to a scaled GH₂ hub.
