Richard is a founding partner at M.Cubed, an economic and policy consulting firm specializing in energy, climate change, and environmental and water issues. In almost three decades of consulting, Richard has relationships across the legislative field and with energy, water, and environmental regulators. He has addressed economic and regulatory policy issues related to utilities, transportation, electricity, water supply and quality, and environmental quality and testified before numerous regulatory agencies.
Richard has analyzed many aspects of energy utility and market operations in the Western Interconnect. He has testified over 50 times before the FERC and various state commissions on the impacts of electricity rates on resource planning choices, demand forecasting, revenue responsibility allocation, and ratepayer impacts. He brings skills and experience directly applicable to developing Oregon’s energy strategy.
Richard has a Ph.D. in Agricultural and Resource Economics from the University of California, Berkeley, and an M.A. in Public Policy from the University of Michigan.
